Window tint darkness
The VLT (visible light transmission) measures the amount of light that passes through the window (it can be any type of window, whether of a car or a building). So a 90% VLT will allow 90% of the light to pass through. The lower the percentage, the darker the film. For example, the darkest that you can get is 5% which is legally allowed only on limousines and other special vehicles.
Is it legal to tint your windshield?
There are no federal windshield tint regulations — each state has its own rules. The general rule is: that the windshield can only be tinted on the upmost side (a stripe, or a visor). In the state of Illinois, the windshield is only allowed to be tinted with a 6-inch 5% VLT stripe, while the rear window can have any darkness of tint. The front 2 windows can be tinted to 35% if the windows behind the driver are not darker than 35%, or 50% if the windows behind the driver are darker than 35%.

For residents of Chicago and the state of Illinois, non-reflective tinting is allowed only on the top 6 inches of the windshield. But even though you can’t tint your entire windscreen, you can still benefit from the protection it gives.
As you may already know, most new cars do not come with any tint at all. But the cars that do come with an existing protection film, have a factory tint of around 80% (which is not that much).
